Who should i call to report the giant oil slick going on in my neighbors driveway, on a warm day i can smell it when i walk outside and when it rains it will wash down to the storm drain and end up in our rivers and streams.

Call your town or city government and check with the code enforcement people. There must be a zoning or environmental ordinace against it.

You could start with your local health department and I bet they could at least tell you where to go from there. If they can't help you they could at least tell you who to call next.

If your fire dept has a "Haz Mat" unit, call them. Otherwise, call the DOT or EPA.
