My answer is Yes, most likely. Lots of people have seen what you are describing. Are these craft an original invention by the military -- Probably Not! Similar craft have been recorded over the last 3000+ years. You could have been looking at an alien ship or military craft -- either way, yeah I think the military has them. The Stealth Bomber was spotted and reported on test flights by civilians long before official disclosure of its existence.

sure - there are various small experimental unmanned machines being stepped forward interior the U. S., Germany, and Japan that are all small, able to hover and maneouver actually, fly long distances, carry small digital cameras, and all of them appear as if a flying saucer of one style or yet another. And everybody able to artwork with robotics and distant controls could make any style of RC plane they like - and that i will guess a minimum of of few of them made their 'toys' to appear as if UFOs in basic terms as a humorous tale.
