I would like to start a dog rescue, but i don't know the details. I would like to know what is needed to be done before starting the actual rescue.

think you need permit depending on how many dogs you have at a time but call court house or police dep they can let you know for sure great idea your planning though animal shelters are way to crouded and need people like you

Most states do not requre permits for kennels or rescue groups. If you plan on asking for donations you may want to check with an accountant or attorney so you can become an actual 501c Corporation. I HIGHLY suggest working with another local rescue group for a few months so as to learn the ropes. There is a lot to consider other than legal requirements. If you can't find a group, then at least volunteer at the county shelter or even get a part time job at a kennel. You'll get dog experience and make valuable contacts. Best of luck to you. As far as I know, at least in Texas, if you have more than 4 dogs, you need a permit to keep them. I think what you are doing is AMAZING, I have seen too many dogs running the streets, getting hit by cars and just being neglected because the owners don't want them anymore. Instead of taking them to a shelter, they just dump them off somewhere. You have a big heart, and I wish you the best of luck in getting your dog rescue up and running!
