People already know that. The problem is that they don't care. It's a shame that manners and common decency have fallen by the wayside in this society. It's a sad but true fact of life these days.

Without knowing the type of situation the staring occurred during I can only give you a general answer, here goes: You are in public that automatically gives other people interatice rights with you. You don't want to talk to them, fine , no problem. If you didn't want to get in the way their eyeballs in whatever condition you were in you should have stayed at home. Curiosity trumps the possibilty of being rude 999 times out of a 1000 in my opinon.
Fly: you last few questions shed some light on this one :

It all depends upon why people are staring. Some may stare because they are intrigued by the person they maybe watching.
Some may stare because it may appear to you that they're staring when actually they are not.
Some may stare because they may want to intimidate you because of your negative attitude.
Some may stare just because they want to be intrusive and rude, even if they know it that they're.

It's in some people's nature... What I've done and works pretty good for me, is letting them know that they've been caught. If I catch someone staring at me, I don't walk up to them or flip them off... I simply stop what I'm doing, turn very slowly (that's just to let them see the whole picture...) and then face them again... and then I ask, "are you done?" Nobody has ever replied to me, they just simply walk away... It's so funny to see the expression of their faces when they realize they've been caught...
