He is testing if the reflections he sees is real or just a reflection. Cats are very cautious.

Some of my cats do this too. I have had to put their water bowl in a deep pan so it doesn't spill on the floor. It almost seems as if they are scratching at it the way they scratch in the litterbox. Maybe they are smelling it in someway to make sure it is safe.

How old is your cat? Older cats, whose depth perception is starting to go, will do this to create ripples on the surface of the water so they can see how full the bowl is. This is so they don't just plunk their head in too far and get their face wet (which they hate).
