I hate paper training b/c your pet learns that paper on the floor is a potty... there goes any paper that falls to the floor. "My dog didn't eat my homework... he peed on it."

The best thing you can do is get your pet a crate and crate train it properly. NEVER use the crate as a punishment or you will make it completely ineffective.

Get a carpet cleaner that does deep cleaning and use a carpet shampoo designed to remove pet odors. As long as he can smell a spray spot he will continue to urinate on it to remark the territory (even neutered pets will urinate like this).

Put him on a schedule. Watch for clues or teach him to signal his need. Monitor the times he needs to go... then make your schedule based on his need.

Do not punish the pet for an "accident" unless you catch them in the act b/c you will only teach him to be sneaky. If you catch them in the act, be assertive and immediately take him to an OK place to finish.

If you dog is older... this may be a sign of a urinary condition and a vet's attn would be helpful.

Get him fixed, that will help a lot. However Chihuahua's are notoriously hard to potty train (or train at all for that matter). I know several trainers who either won't work with them or will not guarantee work like they do with other breeds. Also, be sure to clean up his pee in the house with a product especially for urine. Otherwise just enough smell may remain that thr dog can smell it and start to think of it is his potty area. When he does use the bathroom outside, heap TONS of praise on him and even offer treats. Chihuahua's love food... I have found bribery works best for mine :)

When you paper train, you are teaching him it is ok to use the house as his personal toilet.

Start from scratch, using a crate.

He is marking him territory and want other dogs to know to go away. Try obedience school and go to your local library to get books on how to stop that. Also, he may need to be fixed.
