You wont loose your files in the hard disk when you try to reinstall XP or any OS. It is just like installing another software, and you dont loose anything when you are installing or reinstalling it. Just insert the CD and run the Setup file. It prompts whether to do a 'Reinstall' or an 'Upgrade', ensure you dont select 'Upgrade'.
Your pics & other files will only be affected when you are formatting your disk or if the files are virus infected. Dont waste your time getting into Safe mode, its of no use. You can only do a Restore when you have already taken a Backup. I guess most of the users dont do that including me.

While the computer is booting up keep hitting the F8 key.If the Windows logo comes up you missed it.If you do it right you will get a list of options.Scroll down to Last Known Good Configuration and click on it.Try that if it still doesn't load up.Restart again doing the same thing.Go to Start In Safe Mode and see if it starts then.If it does you need to find out what program is loading during normal startup that is crashing the system.

Use the restore feature.. Hopefully, it was turned on, when you got the puter, and that will let you set it to a date BEFORE it started acting up... However, there is a problem in there, somewhere, that is causing it to not start. Might check fans, etc, ie, in the power supply, as well as the cpu fan.. possibly one or the other, or, even, God forbid, both, aren't working properly.
Best bet, talk to a geek friend and get them to help you.

Try using SafeMode, see if it passes the window logo screen, if it doesn disable all non microsoft services, using msconfig..
Go to start menu run and type msconfig.. goto services tab and click HIde all microsoft services.. and to remainning services disable all.
Try booting in normal after restart.. it should do the trick

Have you tried to boot using the boot disk that came with the computer? It may just be a booting prob

i think u have a problem with ur bios settings so do this
unplug ur network cables from ur computer and start it sometimes it get stuck when it restarts wrong good luck
