If it were me and I were scared to tell the guy I liked I would have to get up the courage and face my fear and figure out exacatly what it was I was going to say and when I saw him again I would go up to him and ask him if he had a minute. Once you are able to get his attention and say I have something to tell you and don't want you to think I weird or anyting but I like and have known it for sometime and have been afraid to tell you because I was not sure that you would say anything back to me. Tell him you understand if has a girlfriend and that you won't cause any trouble. He will appreciate the fact that you were honest with him. If he tells you what you did not want to her and it is bad news then move on and use it as an experience tool in the future and you know you tried and that it did not work like you hoped it would. You will know what he will say when he does. If loves you then you know your answer and if he does not then don't worry yourself over it.

Matters of the heart are always hard. I'm assuming he's your boyfriend?? I want to tell you to just tell him, but love is such a big deal that it's never that easy. But then again I know your situation. He might be wanting to tell you the same thing, but is also concerned about your own reaction. I've been in the same situation before, and I waited too long. He let me go. I was holding on when he was letting go, and its all cause I waited so long. I found out, after I poured my heart out that he had given up on me. He tried to let me know, but I never saw the signs so he never said the words. I was too worried about what might happen and I failed to communicate. I never paid much attention to how attentive he was or how he looked at me. All you can do is listen to your heart. Remember the male ego is the most sensitive thing on the planet, they try to act like it isn't but trust me, IT IS!
Remember it is better to have lost in love than to have never loved at all.. A lot of times it just takes one person saying those words for the other to realize the same. Maybe he won't tell you the same thing, but it'll get his mind thinking. He'll more than likely tell his friends, and they'll present him with "Do you love her?"
I say just do it! But if you can't, just tell him something like something like: 'What does love feel like' when your having a 'lovey' moment to let him know your thinking about it. If thats not your thing try having a nice dinner and playing a song that you think will give you some courage to tell him your mind. I think the Etta James, At Last song is a good one.
I would say if I was given the chance again, I would have looked for the right timing and the right moment and then told himwhat I felt when we were sharing 'the look'. I don't know if that helps, but thats all I've got. It's hard to tell someone you love them and even harder to love them. So if your worried about this, what are you going to worry about when you actually have the love?
If he's not your boyfriend, again refer to the euphemism it is better to have lost in love than to have never loved at all!

love can't exist unless both parties feel it. therefor you can't love unless it's love at first sight (In which case you'd already be together) or you've gone out. don't tell them you like them, just make it obvious. invite them out to a party or show or movie or something. tell them you'll cook em dinner.
