Most likely one of two things. Either he has regrets and is trying to figure out how to reel you back in, or he is wondering what he saw in you while you were together. My bet is on the former. I used to do the same thing after my ex had broke up with me several years ago. I could not get her out of my mind. Have you tried asking him in a civil manner why he keep looking at you? Approach him in a non-confrontational manner and have a conversation. If he does have regrets, and you would take him back if he asked, then this would be a good way to take a first step. Either way, at least you can get to the bottom of it.

Well, it could mean different things. He might still have feelings for you, depends on who broke up with who. Or, he might just be thinking about you. I would just ask him why he keeps staring at you, and demand an answer(nicely, of course). See how it works out for you.
