Language difference completely. Just because the phonetics are similar means in no way that the meaning is the same. Chilly is an English word (slang even), while chili is a Spanish word.

because your confusing the spelling of the spice. Its Chili as in Chili pepper a dried Jalepeno pepper. Since Jalepenos are hot, then the spice has a spicy flavor.

Names really are only good for soup. People try to label all the time for my Fashion choices of what I am or seem to be. My reasoning is that the term hot dog is the fact their served hot and with the condiments of your choice!
