Not sure about putting a "tag" on certain numbers, but most landline phone companies provide a Call Forwarding feature that allows you to do exactly what you're talking about.

Most phone services have a call forwarding. They also have a select forwarding service which only allows the numbers you let through.

Yes, you can do this through your phone carrier. Some answering machines (the really good ones, like Bang & Olufson) will allow you to do this without getting the phone company involved too.

I don't know about tagging certain numbers, but if you call your landline service provider, they can certainly forward calls to any phone number you wish while you are away.

Yes, it's called "Selective Call Forwarding." It's usually an extra paid service. Contact your landline provider and ask them if they offer it and how it works on their system. They should be able to give you the instructions.

You can definitely forward your calls, but I'm not sure about picking and choosing which ones you allow. It usually tells you how in the first couple of pages of the local phone book.
