For example if one had their credit ran several times and evenutally recieved a credit card and they wanted to extend their limit and had been advised that they need to wait to ask again, would going into 2007 count or would you have to wait 6 months to a year to apply for extension to limit?

No, a year change (from 2006 to 2007) does not matter...it's the time from when you last requested the increase.

You can apply for an increase at any time. If you are getting declined, either your debt to credit ratio on the card is too high or there is a problem with your credit report. Next time if you apply for a limit increase and get denied, you are entitled to a FREE credit report. So I suggest taking a look to see why you are being denied.

Inquiries will show on your credit report for 24 months. How many times is considered excessive is going to vary on the person looking at the report. Also, each time your credit report is run because you applied for credit, your score is going down.
