try dollar car rental, they take debit cards

they will let you use it depending on the renter there might be a 100$ fee you will get off latter, but due to the debit card they will have a fee you'll get back after its returned, can be higher.
Also you can use a credit card then pay with debit when it's returned.

I think you can do that, but they will take your card number and hold some money off out account. That money will be returned once you get the car back safely.

I don't think so. Normally all big rental car companies insist for a credit card.
