The only way to escape a car that has already been pressurized underwater is to break one of the windows out with a hard object. If the water has already filled the car, you are in trouble because it would be very difficult to break the window with both sides being filled with water.

The Fastest Method
If your car enters the water, it should float for a minute or two. Unhook your seatbelt and lower the window (most electric windows should still work while you're floating). Do not try to open the door, because the water pressure will keep it from budging.

If Your Window Won't Open
You'll have to wait for the interior of the car to fill up with water. At that point, the water pressure inside and outside the car will be equal and you'll be able to open the door to escape.

Wait until the water reaches your neck, and do the P.O.G.O. P stands for push; push the button to release your seat belt. O is for open; open your door. Now that the car is flooded, it has the same water pressure as the lake or river. The door should open without much of a fight. Finally, GO is for get out. Push yourself out of the car and swim as fast as you can to the surface.

First step is not to panic, let the water level rise up inside the car until it is nearly completely filled with water, this is for the pressure to equalize in both sides which makes it easier for you to open the car door, if the car door won’t open then one must find a sharp pointed object (like an ice pick) and used it to shatter the glass, since a pointed object concentrates the force in a minute range, the glass shatters easily due to the structural instability that it receives. Letting the water rise up in such a case is a good idea since the shattered glass won’t come rushing in the car (especially towards you) due to it having similar pressures on both sides and any injuries regarding the shattered car glass is drastically reduced. As soon as the car hits the water try to open the door.That's your best way out because you can still "fight" the pressure.
Chances are that if you wait for the water to fill the interior you`ll drown. Yes,its true that most power windows will still work, but not for long and trying to break or push the windshield can be extremely hard for some people.

You can buy a small, specialized tool (looks like a small hammer) that will fit in your glove box or in some cases can be mounted on the dashboard if you wish. It has a sharp solid point that will shatter the window when hit or pressured against it.

They also sometimes come with a shielded blade that can be used to cut through seat belts in case they become jammed.

There is a device similar to a hammer but has a sharp point on it, just for breaking glass. You should carry one in your vehicle at all times. Exit out the window, but take a deep breath before breaking the glass. ;-)

well if it is possible you need to try to roll your windows down before your car takes a dive into the water so that you can escape through the windows.

If you have manual windows roll one down to equalize pressure(let water in) so you can open the door .Electric windows you will probably need to break one out.
