I just want to say that just because in the west you hear more people speak Mandarin and Cantoness doesn't make them the most common dialects in China. Mandarin is most popular by default because it's the official language. Cantoness, on the other hands, is not necessarily in the 2nd place. If we go by population, I am pretty sure there are more people in China speak Szechuan dialect than Cantoness.
To the original question. If gh is talking about Chinese speaking English, then you are not the only one. I'm a Chinese and living in Canada for the past 15 years. I know Chinese speaks English with Chinese accent. Funny enough, I have trouble understanding Chinese speaking English sometimes. But I never have trouble understanding Canadians/Americans(I don't mean to say that my English is any good.)

If you are talking about chinese people in china speaking English.. they usually speak with an American accent.
As with the Mandarin language, different places in china speak in different accent too, so it can be sometimes difficult understanding them even nthough you can speak fluent Mandarin.
Try speaking to Wayne Rodney or steven gerrard, I'm any one not from UK will find it hard to understand what they are trying to daay.

I was in an elevator at the Louvre in Paris and an American couple walked on and the wife started arguing with her husband. The husband glanced back at me and the wife snaps at him, "Oh she can't understand what we're saying!!" ...English is my first AND ONLY language, I spent the first 20 years of my life in Kansas. In that case, I didn't even HAVE to pretend.

I went to China also and I was able to understand everyone that spoke English. Most Chinese do so if you could not understand them, it was because they spoke Chinese (what a surprise in China)

maybe thats because they WERE speaking a different language! if you know enough mandarin, you actually should be able understand a lot of different dialects even if you can't speak them.
