i wouldnt have thought that ipswitch was a small town, i thought it was very big when i went there, one of the biggest ive ever been to. Ive been to Canterbury, which is a city, and Ipswitch is bigger than that. Where i live there is about 20,000-30,000 and that is normally considered a small-medium sized town, there is a brothel up on the hill i think, but not a red light district. and no prostitution is not legal

Ipswitch is a small county town, in that it is not a major center of industury, but part of the it computer corridor that runs up to cambridge. There is a city of Ipswitch in Australia (queensland) but the population density in Europe is much higher than in the USA.
Small villages in Germany have brothals, so thats down to a culture thing. It is ilegal to use a prostitute here in the UK, but the act has been de-crimilised, to stop the prostitutes being exploited by crooked coppers, as they are in much of the USA, and much of the prostitution is to support a drug problem, that our social systems can't afford.
With land use being so much more dense, in Europe, many of the prostitutes tend to hang around trading esttes at night, and these are what the media are refering to as the red light district, however, with Ipswitch being an ancient port on the River Orwell, like other ports, its a good place to find the seedy nightlife.

The population of Ipswich is over 100,000. In America this would certainly make it a city, but in Britain a city is only a city if:
1. It has been known as a city since time immemorial, or
2. It has a cathedral, or
3. It has a university, or
4. Some other reason it has been granted city status.
None of which Ipswich has.
So the term 'small town' is probably confusing you. It is called a town because it is not officially a city. Ipswich is actually fairly substantial in size and has a clearly defined red-light district.
Prostitution is not explicitly illegal in the UK but activities surrounding it are banned in order to try to make it impossible.

No, it's not legal, although a couple of Scottish cities did pilot a 'tolerance zone', where the police didn't arrest girls for soliciting, and there were regular patrols to protect them.
Those, however, have been abandoned for one reason or another (politics, more than practicality).
Ipswich is a small town, a very old one, but still quite small compared to Birmingham / London / Manchester etc. That doesn't mean you can spit across it though, it's got over 100,000 residents, according to the 2001 census.

I have never been to Ipswich, yet I can imagine the red light district they are reffering to. what they mean is most likely to be a local strip club or a brothel, maybe a few street hookers hanging on a street corner.
Even in London the so called red light district is of very low quality. A few streets in London's Soho (pubs and bars) area with plenty of dodgy sex shops, an adult cinema, a transvestite hooker andmaybe couple strip clubs. When you walk around there it is about all you can see. I would not even call it a red light district.
