Second cousin.
Your father's cousin is your first cousin, once removed. Your dad's cousin's offspring are your second cousins. If they have children, they'll be your second cousin, once removed.

He is your third cousin, because it takes 3 connections to get to him. You-your dad-your dad's cousin-him.
He would be your dad's second cousin.
