Sure, if all you want is to gain indiscriminately. Assuming you are talking about adding muscle, you shouldn't expect to add more than one or max two pounds in just three weeks. If by protein you mean protein supplement, the answer is yes if you're not concerned with your total weight gain. But you'll need protein supplement if you want max gain in lean mass.

Without protein? No way. Protein = amino acids = the building blocks of all-things tissue
Eat some protein and sure you can do it. I'm always at the gym, and when I couldn't go for 2 months and then got back, I was seeing great gains in no time. It's much easier to get muscle "back" if you've already been at a certain point, than from starting from scratch

In answering this question, I am assuming that you refer to not taking whey protein, aka Protein shake.
To build up naturally, I think you can forget about adding pure muscle mass in a mere three weeks. I think that its pretty hard to add anything more than a miserly 2 kilograms of pure muscle annually. (let me stress that we're talking natural)
To build up, you need to train with heavier weights than you can lift, so that your body will fight back and create a more powerful muscle every time you work out. Remember to give your body:
- Enough rest
- Protein to build muscle (natural protein is available from white meat and once a week have a good steak
- Carbs to fuel your energy levels - Ideally based on rice, wholegrain food, beans, pasta, sweet potatoes
- Salads including broccoli and spinach
- Natural oils, such as flaxseed oil, olive oil etc.

you are getting NOWHERE. first off getting big takes time, and three weeks isnt even a scrach into the time it will take, especially if you arent using protein since protein is what builds muscle and muscles are protein. also protien supps are allowed in the NATURAL class of the IFBB, since protein is a natural nutrient in most foods.
im usually pretty nice and helpful, but what you want to do makes no sense and really is just a waste of your time.

without protein? No...of course not..you need 200 grams or so of protein which means you need to get some 100% whey protein like Max Milk by EAS. Take some creatine too dude. BSN products are cool too.

It will take time to see a visible difference. Three weeks is little time for improvement. Remember don't hurt your muscles take it slow, start light then go heavier. Haste makes waste.
