I am led to believe that topless sunbathing is against the law in Sri Lanka and whilst I appreciate that, on public beaches etc this is understandable but can you go topless by the hotel pool

You can find some hotels that having private beaches. Some of them allow you to have topless sunbathing... But it is illegal in Sri lankan law.... But Sri Lanka you can by the law..!!!!!!

Cultural values from the Indian Sub-Continent, as well as other Asian countries, are very much focussed around religion where people are encouraged and, in most cases, expected to always behave in a dignified way. Topless sunbathing may be acceptable in some areas, but generally, it would be best to observe and show an appreciation of local customs and follow by example, in this case. Have a great time...

Absolutely now.... at least in the Gralle Face and other hotels that I have stayed in... Perhaps you can find a "seedy" hotel someplace that has a pool and would allow it but doubt it VERY much
