Do not make it a game. This is a natural game for any dog to play. If your dog has you trained then you will be the one to play this game with the dog.
Your dog wants to play, takes pants or anything else. You pull it trying to take the article away, the game has began!
The dog pulls you do not pull back.
You have to teach this dog this article (what ever it is) is not a play toy and to leave it. You are the boss, say this over in your head a couple times....

A long time ago I had the same trouble. Flop would circle around me and try to "kill" my pant legs. So, I stopped walking (which stopped the reinforcing tugging action that he was playing with) I had a toy handy to pop into his mouth when he let go of my pants leg. Then, I played tug and really whooped it up with my dog!!! Puppy learns "Playing with a toy is really exciting...but trying to tug with her clothes makes the game stop."
No need to come down on the dog like a ton o'bricks with a shake can (coins in a can) or even a spray bottle. I personally would never use a shake can as you are punishing not only your dog, but every other dog around you! Yikes.

when the puppy is bitting at ur pants its playing so the only thing i can suggest is distracting it with a chew toy and playing with her for a minute until she understands to play to with chew toy not pants! although its a very tough fight becuase all puppies misbehave my puppy chews everything! so ur no alone! the only other thing i can suggest is puppy school, i have had enough of the chewing and misbehaving an di love my puppy to death so i figure this will be my "last resort" to making her a mannorful dog. goood luck!

Get him a few rope toys and teach him to play tug of war with those instead. Gently correct him if he tries it with something other than his toy.

You could get an empty two liter plastic bottle, but some bolts or nuts in it, and throw it to the ground (not at him) every time the little guy goes for the cuff. This is no fail.

Or use the spray bottle on his face with water.

Spray mace on him (joke)..... no seriously ask for a spray from any pet store that you can spray on your pants leg to turn him off by smell.

NO!! You have to keep telling him until he gets it. You can also squirt him with a bottle of water and tell him no.
