Buy a new one if you can, something that is not flaking old paint. and keep it clean, I use paper towels in the cage bottom, and change them in the morning when I get up. Birds need to bathe too. Some do it in the bathroom sink. Some in a large dish in bottom of cage. I had a parakeet who liked to sit on my finger and take a bath under a dripping faucet. People who want to buy birds should remember that vets are expensive also. Taking care of any pet is a responsibility and is not easy. Birds, especially parrots should never be afraid of hands, never swat your bird, even when it bites. I used a time out on my double yellow amazon parrot. She picked up skin on my daughters hand and shook it. My daughter laughed, but I said, "Oh I am so disapointed" and removed the bird from our company. I always act pleased when she does something right, and I ignored her in the beginning when she did something wrong like scream. they can tell from the tone of your voice if you are happy or sad. And your bird will want to please you.
