That's hard to say because you're comparing volume to weight. A teaspoon is a measure of volume, or how much space something takes up. A milligram is a measure of weight. It is entirely possible for something that weighs 90 milligrams to be exceptionally tiny, in which case many times 90 milligrams could fit inside a teaspoon. That substance would be very dense. However it is also possible that 90 milligrams of a substance could be very large, in which case it would appear light and fluffy, and one teaspoon may contain only a small portion of that 90 milligrams.
