Well, its kind of a thorny question, because heresy is related to church doctrine. This is what it says from the Merriam-Webster's online:
One entry found for heresy
1a. adherence to a religious opinion contrary to church dogma b : denial of a revealed truth by a baptized member of the Roman Catholic Church c : an opinion or doctrine contrary to church dogma
In some ways, heresy exists because the church is supposed to be the sole determiner of doctrine, since it is the descendent of the establishment by Saint Peter.
One could correlate this to the passage "those who are given knowledge, in high degrees" as being interpreted as those in high degrees, and thus high social/religious standing.
On the other hand, many Catholic saints have gone, or rebelled, against church doctrine or authority or both. Saint Francis constantly argued against the church's social and monetary position as being a betrayer of Jesus' teachings and parables, establishing the Franciscan order in opposition (whether or not they remain faithful to his ideal is open to question, though.)
I suppose one could interpret this as God/Allah will bestow gifts of knowledge and persuasion upon the deserving, whether they be from the church or mosque or not.

Freedom of the Individual to Express His Own Views.
As regards the statement of our own views and explanations of the teachings: Shoghi Effendi believes that we should not restrict  25 the liberty of the individual to express his own views so long as he makes it clear that these views are his own. In fact, such explanations are often helpful and are conducive to a better understanding of the teachings. God has given man a rational power to be used and not killed.
This does not, however, mean that the absolute authority does not remain in the revealed Words.
