I also need to know if the sidewalks around the pool, which drain onto the pemeable soil in the yard, are considered impervious.

The city of Austin has such an ordinance. It defines Impervious cover as anything that stops rainwater from soaking into the ground, including roads, sidewalks, driveways, parking lots, swimming pools, and buildings.
