If you are going to make a proposal, I think adopting a casual tone is the best possible way to propose, because even if you are rejected, it will not be a very harsh response and the person will be open to talk about it. But, if you are saying it to your spouse or family member, the best way is to say it once daily and give them a kiss and a hug to make their day everyday.

I think the best way is just to just say it. Don't let it be at the ending of a phone call or greeting. Just say it out of nowhere, then you can see how the person reacts. After that you should just explain maybe why you feel that way, and when you first realized. I think that is the most romantic way. If you feel that the person you're declaring this to doesn't feel the same way, you probably can get a feel right after you say those three words. Good luck!

I think that the best way is tell him/her on Christmas day,under the tree,while he/she opens the presents or when the person that you love gives you your present.I guess it must be plain and simple,just say: "Honey,you're the best present that i could ever receive because i realised that my life has no meaning without and...i love you".Or you could just say it:"I love you" without explanations.But either way,you should not hide your feelings.Good luck
