Only if you can handle it emotionally. It doesn't matter what age you have achieved physically, it is how balanced you are in your skin that counts.

If you know where you are going in life, and you have already taken a few steps to get there (enrolling for university, etc) then chances are you will be mature enough to date.

If you are just sitting at home, wondering what the heck you are going to do with the rest of your life, and have no specific plans or goals, then you'd be better off just marrying and having kids of your own. Skip having boyfriends and dating, because there are too many mistakes you can make (for your own future) by letting a guy get close to you if you don't have the direction and drive to be able to say no to inappropriate suggestions.

The career and future depends upon what you are doing, how much effort you are giving for betterment of career and not on Boyfriends. Boyfriend is not a commodity which you can ask for Good or Bad. Think about your future studies in this stage of your life.

Actually, in my opinion, one must have many friends in both the sexes. It helps you to learn about the opposite sex.
