This French sentence is not a proper sentence and taken out of context is makes even less sense. My guess:
une personne sur quatre est trop grande (ou grosse), soit 10.86 millions de personnes; which means 1 in 4 is too big (or tall), which translates as 10.86 millions people.

"Soit" is a very useful French word that doesn't have an exact translation in English.
In the phrase you use, the nearest translation would be "i.e.", or "that is to say".
So... "1 in 4 is too tall, ie 10.86 million people".

'Soit' in this context literally means 'being', although you can translate it as anything along the lines of 'meaning', 'i.e.', 'that is to say', 'which equals' etc.
