It is for Muslims in the city to know it is prayer time. Some might be working in the field, do not have a watch or a radio, this way they will go to pray.
Your question smells of mockery.

The reason for the loud speakers is so that all of the people can hear the call to prayer.
The person leading the prayer may have too many people praying behind him. Becasue he is to be followed in the prayer, the others praying behind him must hear him, so they use the speakers so that his voice can be heard in the last rows.
Some masjids may have hundreds praying there and other masjids may have thousands. While other smaller masjids may have only a few. Nonetheless, the prayer must be heard by all.
Allaah (GOD) is ALL-HEARING!

The loudspeaker anounces to the faithful that it is time to pray, it serves the much the same purpose as a Christian church's bell ringing on Sunday mornings... Or did you think that was to wake up God because he sleeps in on sundays?

It is to indicate to people it is now time for prayers.
Important Commandments to All Believers
[62:9] O you who believe, when the Congregational Prayer (Salat Al-Jumu`ah) is announced on Friday, you shall hasten to the commemoration of GOD, and drop all business. This is better for you, if you only knew.
[62:10] Once the prayer is completed, you may spread through the land to seek GOD's bounties, and continue to remember GOD frequently, that you may succeed.
[62:11] When some of them come across a business deal, or some entertainment, they rush to it and leave you standing! Say, "What GOD possesses is far better than the entertainment or the business. GOD is the best Provider."

They have to turn the sound way up due to all the crap between their ears. Otherwise they would never hear anything.
