If you right down the numbers from one to one hundred then "zero" would be the least used digit so if it used least then put it at the end.

Maybe it follows the old telephone-dial arrangement.
The 1 used to make one click, the nine made 9 clicks and the 0 could not make 0 clicks, because 0 clicks could not be detected. The 0 made 10 clicks, so 0 actually meant 10.
As keyboards were designed, the 0 as zero was not commonly accepted to exist in normal day use, I think.
(Nowadays telephones make no clicks anymore but two different tones are generated for each key.)
On the other hand, numeric keypads on PC keyboards show a 0-means-zero arrangement, contrary to each telephone keypad I know, including those of mobile phones.

they put 0 after 9 on the keyboard on top of the letters and 0 below 1 on the number keypad. One to be before 1 as zero and 1 time after 9 to be for (1)0.

Most likely it is easier and quicker to use when typing with two hands. It is also in our nature to start counting at 1 vs 0 (count your fingers you'll probably count 1 to 10 NOT 0 to 9)
So the first usage of zero would be typing the number ten (10) your mind would be thinking of a number greater than 9 . I believe that you would naturally tend to look to the right of 9 for the zero
In terms of speed numbers like 1.00 2.00 1.99 & 2.99 would be a little easier to type with two hands.

We have ten fingers and thumbs (digits) If you count the first, it is 1. When you get to the last it is 10. But here we are now into double digits having created a "1" in the tens column, but in the UNITS column, it is "0" hence 0 comes after 9. Q.E.D.

Because its more likely going to be used to add a zero rather than just be nought. You can think of it more like 10 but they dont have to put the 1 because you've already got that and then how would you put zero when you did want to?

Probably because when you ask someone to start counting he would not begin from 0 but from one. Also the keyboard has a strange history related to this.
On the first typewrites the keys were settled in alphabetic order so ABCDEF... and people would find them and press them much faster wich made the typewriter stuck often. In order to slow people's typing they invented the QWERTY keys position so that people would take more time to type and it wouldn't stuck anymore. They keyboards on computer that we use now are just a consequence :)
