System problem, try to reformat and reinstall the system in your PC, if you are using windows XP try to restore the date it was working good.

And since theres a problem with the programming language you are using. It's better to reinstall you system and reinstall the programming software

IF YOU HAVE SYSTEM RESTORE THEN RESTORE IT TO THE EARLIER VERSION ...
ELSE
GET EXPLORER.EXE FROM NET AND REPLACE WITH THE EXISTING ONE...
BUT SOME OF THE SETTINGS WHICH YOU HAVE DID WILL BE ERASED..
THE BEST WAY IS TO REPAIR THE SYSTEM
SO THAT YOU WONT MISS ANY DATA

looks like your explorer.exe was infected with a virus...explorer.exe is one of most important files on your computer...but i don't know for sure...at least you could provide error number or something...you can't really fix it or download new one...try system restore
