I didn't start out as religious song but that context it's usually taught that the two turtle doves represent the old and new testaments of the Bible.

Love and peace. Right at this moment I can look out of my window and see several doves who live permanently in my garden. There are two pairs who have already started mating and gathering nesting material. On the day that one of the most evil men we that we have known was executed; there are four birds of peace preparing for new life.
