Anyone can give you a note, whether the person receiving the note will accept it or not is the question. Some will only take notes from a physician. If it is legitimate, then it shouldn't be a problem.

A Mental Health Councillor can give you a sick note. The real question is will it be accepted by whomever you need it accepted by. If the Mental Health Councelor is a PhD or an MD, then it should be accepted the same as any other Doctor. If the Mental Health Councelor is not a Doctor, then it may not be accepted as valid for your purposes. Companies are phicle. Check with your HR rep to see.

A mental health counsellor most definately can. If it is suggested that you may need time off to even out, there's really not a lot the school can say about it. I mean they have to take many mental illnesses into account, and work around them.
The best thing to do is discuss it with your counsellor, and see what he/she feels your best course of action is. They and you together know better than anyone what is your best option.
