Only licensed persons are allowed to possess guns.
Licensed gun owners must have a permit to carry the guns in order to bring them outside of residence.
Persons allowed to bring guns outside the residence cannot bring the guns to public places like malls, bars and similar places.

When I lived there it was only military and security personnel that could carry guns.
