first off, the owner should be charged with animal neglect. that dog needs to be taken to a vet right away.

The best solution I have had is to get to the vet first, usually they give steroids to stop the inflamation and to help heal the skin.. I found that purina one lamb and rice is the best food for a healthy coat.. I have seen dogs clear up in less than a month.
Also very important is to make sure they are flea free.

One thing that may be helpful for a dog like this, after the vet check and getting rid of the fleas, is to add fish oil to its diet. Fish oil is an anti-inflammatory agent which has the capacity to carry oxygen in the blood. It can help calm allergies.

Ditto to first answer but I am hoping you rescued said dog! Bathe him in flea shampoo then follow with a medicated shampoo. I have groomed dogs for 15 years and currently work at a vet. Take him to your vet because at this point he/she may need antibiotics for secondary skin infections and antihistamines. Also they can give a Capstar to kill any left on him and get Frontline to keep them off

The dog probably has more problems than their skin. It is probably anemic from the fleas sucking its blood. It needs a vet.
