No, actually, your body will continue you develop and fill out until you are in your early 20s. However, there are things you can do to help, such as breast exercises that don't make the fatty part bigger, but make the muscle bigger behind your breasts to give you a fuller, bigger look. Such do a search for breast enlargement exercises. There's a ton of routines out there. There are also pills and creams you can use once you turn 18 that many people have been successful with.

Quick note from a guy: don't stress it too much. Breasts can be attractive for a dozen different reasons besides size. Sometimes, when they're big, it makes the shape all weird, etc., so a happy medium is good.

don't be envious of big breasts, clothes look and fit much better on smaller breasted women. my sister has large breasts and has a hard time shopping for clothes that look nice on her without making her look sleazy... some women with large breasts also tend to have back and shoulder problems. thank God and genetics you have small breasts. i know i do. another thing is that when a guy asks you out, you don't know if it's just because of your breasts.

Breasts develop at varying rates througout your life. Enjoy what you have and remember that there are plenty of males actuallly prefer small ones. What virtually all males hate is girls who pretend to have larger breasts than they actually have. Small and genuine is infinitely better than large but false.

Don't worry about it. Mine are pretty small, and I've enjoyed it. Makes playing sports easier. Not as much bouncing around ;)
