This is a tough call, and honestly, it's up the the discretion of the artist.
On the one hand, there may be local regulations that the shop has to abide by that state that one cannot tattoo a client with a known bloodborned disease (HIV, Hep, etc.) This protects not only other customers, but the tattoo artist, too.
On the other hand, the basis of the sterilization and cleanliness of a tattoo shop is that it assumes that ALL clients are potentially positve with any or all bloodborne pathogens. Thus, sterile, one-time-use needles, constant changing of gloves, disposable ink caps, autoclave sterilizing the non-disposable equipment and so on are used to prevent cross-contamination (again, with the assumption that EVERYBODY's infected). Bear in mind that not everybody who has "something" is going to be up front with it...and that, too, assumes that they are aware themselves.
Honestly, you have to ask the shops where you plan of having the work done, because nobody can answer for them but themselves.

A large number of my friends have at least one form of Hepatitis (from drug use, etc.) and all of them have tattoos and continue to get them. My best friend has Hep-B, C and one other one and she gets tattooed regularly. Most of my friends get tattooed by people they know who work in different shops so maybe that's how they're getting it done? I've never heard any of them mention they weren't supposed to be getting tattoos because of their hepatitis. Everyone else who answered your question said you can't so I'm not sure how 30+ people I know are getting away with it!

Hi Jared, Sorry to say, NO they won't tattoo you. There is some light bleeding on getting a tattoo. If you really want one,you can get the stick on type. I know it's not like a real tattoo, but it's better than nothing. You can go to any site to buy stick on. I know ebay have all sorts of stick ons,and they are cheap to boot.

I'd suggest not, more for the other customers than for you.
