Is it because they lick it, is it snot or does some sort of nose tissue excretion keep it wet?

They lick them. They are not always wet..but they can smell a lot better if it is wet, thats why when they smell somthing they lick their nose (Sometimes it almost seems like they're licking their chops, cause they can do it prety fast!) Most healthy dogs will keep their nose wet most of the time

Dogs noses should always be moist.

Mucus inside the nose keeps the nose wet and if the dog does not feel the nose is wet enough they'll lick it.

The nose needs to be wet as when dogs smell, the chemicals from the smell disolve in the mucus and travels to the 'smell' receptors.

It always stay wet. Because most of the animals, specially dogs, were excreting too much amount of saliva.

Their nose runs and they lick it. My boxers nose runs but he never licks it so it stays dry.
