A Permanent Resident cannot file for a Fiance Visa, you must be a US citizen to be able to file for the K-1.

Your only option is to marry her, then file for the I-130 and wait for approval. It is currently taking about 5 years for I-130 approvals for Permanent Resident spouses. However, if you should become a US citizen before the approval of the I-130, you would then be able to apply for the K-3 spouse visa which would allow your spouse to join you in the US and would bump your I-130 to a non-preferance category (that of a USC which don't have to wait for an immigrant number to become available).

If you are both willing to get married, that will be faster and easier.
