Go to akc.org and look up the breed standard so you have an idea of what they should look like, you should also attend some dog shows.
A good place to look for Shepherd breeders would be the Parent club they can refer you to Shepherd clubs in your area and through the clubs in your area you should be able to find an ethical breeder.

Also look up Schutzhund clubs a lot of German Shepherd breeders belong to these clubs. Just look up Schutzhund clubs and add your area.
Do not buy from petfinder.com, newspaper ads, or pet stores, You will only get pups from BYB and puppy mills from these places and a lot of these pups have poor temperments and are sickly.

OK, this is very nitpicky, but it is shepHERD, not shephard or shepard or sheepard. They were bred to HERD sheep, thus the name shepherd. Sorry, it's a huge pet peeve of mine. It's like misspelling someone's name or mispronouncing it repeatedly.
The best way to learn to identify this breed is to find a good breeder and learn all you can about their breed from them. Start by going to dog shows and watching the German Shepherd Dogs in action. Learn how they move, what they look like, talk to the breeders and handlers (and don't be surprized to have some of them blow you off until they realize you are serious... they hear all kinds of stuff every day that is bogus... you have to make them realize you really want to know, then most of them are flattered and will be an amazing source of information). Get a couple of good books on German Shepherds. Read the breed standard as found in the AKC book/bylines or in any German Shepherd publication or the parent clubs website.
Also, read the Monks of New Skete's books "The Art of Raising Puppy" and "How to Be Your Dog's Best Friend". These monks specialize in breeding German Shepherds and they are trainers as well. Their books are loaded with great information.

All dog breeders must have papers stating the lineage of the dogs they breed and the puppies they sell. Verify the breeder before you purchase any puppy. There are many breeders that are not licensed with the state and you must be licensed in order to sell pure bred animals. It is practically impossible to get a pure bred dog or cat unless you are willing to pay the price that is being asked these days. If you really want to verify a dogs breed and don't want to pay for the dog the only way that I know of is to do genetic testing. Otherwise get the papers that come with the puppy (you should get a free copy with the purchase anyway) and have the puppy's blood and the parents blood DNA tested. It's costly but worth it if you want a show dog or a pure bred dog. Good luck and hope you find what you are looking for.

first learn how to correctly spell the breed name it's shepherd. second look around, there are differnt styles of german shepherd breeds and coloring. if you have never owned a shepherd or anything of it's type i reccomend spending a great deal of time reading and talking with owners of this breed, it is not for everyone. they are super smart and can be quite destructive if not stimulated properly. second why do you want this breed. if you are just looking for a pet, there are many great pet quality shepherds available at shelters, and some breeders will sometimes sell a pet quality dog, that has great health but bad conformation for showing. although i don't ever reccomend buying a show line bred dog if you just want a pet.
