use bottlecaps for wheels, with sticks inside straws for the axels...

Who needs wheels.... How about making a sled or using skids. Use the narrow edge of Popsicle sticks. To minimize contact area just have the rounded portion of the stick ends touching the floor. Use three in a tripod arrangement one front center two in the rear at each corner of the car.

You can try making a hover craft . use one balloon for lift generation. throttle the air discharge with a paper clip across the neck of the balloon. The other as jet propulsion.

hot glue gun, coins for the wheels (the weight of the coins will keep the "car" stable when the wind from the balloon makes it roll), straws for the axles with sticks inside them and connect the sticks to the coins with the hot glue...and the balloon can connect to the top of a plastic pop bottle
