It means those who aren't believers won't see the devil for what he truly is. Believers will realize he's a bad man, but those "with the mark" will think he's a real great guy. Hopefully, noone will be so stupid as to think Satan is a good ol' boy.

It seems to me that a powerful delusion that makes someone doomed to eternal damnation kinda negates free will. Free will is supposed to be a big thing in Christianity. Supposedly you could say you're sorry at any time and God would say okay, I forgive you. Seems kinda contradictory to me, since people can't do that during the "end times". Bible contradicts itself again! I guess that means the Devil wrote it.
