Generally speaking they would stop and prevent the crime in progress before going on to investigate a crime that has already been committed and is "over".

They would take immediate action to stop a crime in progress rather that go to a crime that has already been committed. They can radio for assistance with there first call.

it probably depends on the severity of the crime being committed. They would probably choose based on the seriousness of the two crimes.

It depends on what kind of call they are going to. If you're en route to an armed robbery, you are not going to stop and write somebody a ticket for allowing a dog to run at large.

yeah its relitive. which one is worse? or mabye dispatch has already sent a crusier to that scene. or time may be a factor as well. they may want to ignore the one they see so they can finish the doughnut s and coffee, haha kidding.
