Combination of legal and business reasons. Liquor sales are highly regulated by county governments. Due to some laws regarding highest allowable proof for liquors being sold (80 proof/40%), many liquor manufacturers produce 80 proof liquor, so they can continue to sell their brand in these counties. A notable example is Jack Daniels, which in recent years changed their recipe to accomodate the 80 Proof restrictions. Naturall, Jack Daniels drinkers in counties without these restrictions were upset, as the taste of their beloved JD was irrevocably altered.
Some brands, such as Old Grand-dad offer two versions of their product. One sold at 80 proof and another at a higher proof where sale of higher proof liquor is legal.

it's just an industry standard. if you look at small batch upscale brands they'll be more.
