My understanding of a wall covering would be.
Those thin wooden panels with groves in them where you can screw them into the wall or attach them with liquid nails, or any other adhesive.

Where wall paper has the adhesive on the back that just needs water to attach it or some of the older ones where you attach the glue to the back of the paper or wall before sticking the paper up.

Depending on the glue used to attach either cover or paper.
would make a big difference if it would be easier to remove.
Paper is messy little by little taking pieces off.. sanding down the wall after it.
Where as a cover i don't feel damages the wall as badly.
Screws or glue used. doesn't seem to be as bad..

Home dept stores have both.
keep and eye out for bargains and designs you like.

A great wallpaper and wallcovering online store is DesignYourWall.com.

Your walls should be fine as long as you prepare you walls correctly, with the appropriate sizing or wallpaper primer, and also to buy the correct wallpaper paste to hang your paper.

All wallpaper is a wall covering but not all wall coverings are wallpaper. You can cover a wall with fabric which would be a wall covering but it would not be wallpaper.
