With the same hair dye women use.
Or if you want non-natural colors, use Kool-aid mixed with enough water to make a thin paste and rub it on.

I believe there's a special dye available at the pet stores also which is non-toxic to dogs. I just wonder why would someone want to do such thing?

Food coloring or kool-aid mixed with water.
DO NOT EVER use any human hair dyes, not even stuff like Manic Panic, it can seriously hurt your dog!

I don't know & I wouldn't say so if I did. It's a stupid, cruel and totally unatural thing to do. You want to dye something, get a Barbie doll. If I ever saw someone do that to an animal, I would call the Humane Society ASAP. Don't even ask that question again you moron or I'll call them anyway and find out what you're up to.

The same as they die people's hair they just use a special die so it won't hurt the dogs. They just rub it right in, let it sit, and rinse it off.
