If he loves you then he is respecting you by refusing the physical contact if that is what you are talking about. You do not really say what he is refusing to do or not to do.

Refusing what? Ask him why?If reasons are genuine, then respect him. If not convince him.

No means no....refusing means no...if you care about him you have to give him his space and respect his needs...also, you need to take care of yourself, and you can't be happy with someone who is emotionally unavailable.
