It all depends on how much you practice, it took me 3 months, i shoot in the mid 80s and practice my a** off every day even at night i practice my mental aspect of golf, and teach myself to stay in the present and not think ahead. but with practice you can get good, and i have a proffesional or acctually my coach now that teaches my and keeps me on basics. with practice you can do anything

Once you have a basic understanding of golf mechanics, it should take you about 3 months to play sub-100 scores.

Most important part for the beginner is getting the tee-shot on the fairway, and the approach shot some where around the green. So practice your woods and mid irons, if you can hit them solid and straight, you should be able to play decent golf.

It could range from one week to your whole life! depending what you mean by a decent short. A 7 iron that can go about 90 to 110 m with a straight high flight is a decent short.
If you can achieve that in one month - you can pat yourself on the shoulder.
Get a professional PGA golf teacher to teach you - if you can afford it, otherwise you can pick up some bad habits in your swing and you will regret the rest of your life and you may even give up golf in no time.
If your friend(s) volunteers to teach - be a little cautious. If he or she has a sound swing like what you see in PGA tournament, then she or he is ok.

It all depends on how much you really want to play the game. If you put your mind to it you could be a decent player in no more than a summer. For me, I was really into the game. So one summer I just hit the driving range almost everday for a month. Then I got really confident in my skills and I went golfing with my buddies, who were on our high school golf team. I put my mind and heart into the game and they only beat me by two strokes or so. Today all of my golfing buddies are asking me for tips.
So it really just depends on how fast you want to become a decent player. You can also go to pro-shops and they will give you lessons on your swing, stance, and many more things that can be a big factor in your golf game that most people don't even think about. This is an average progression path of people that practice and play 4 times a month or more:
handicap 36 after 6 months to 12 months
handicap 24 after 1 to 2 years
handicap 18 after 2 to 4 years
To go lower than 18 you're going to have to practice a bit more than 4 times a month.

In general it takes a life time, even tiger and phil are still learning and working on improving their games.

Unfortunately, getting "decent" at golf takes awhile. Of course being athletic and having "natural ability" will speed up the process, as will lessons with an instructor who is good at teaching new players. To be ready to play with other players on the golf course, be sure to take several lessons (3-6) and also at least one playing lesson, so you can learn the stuff that really matters to other people - etiquette, speed of play and the basic rules. Also, keep a look out for golf classes for beginners, as they may be less expensive.

I'd have to say 5 years of 50+ rounds a year! I've been at it for 15 years and can break 90 about 50% of the time at tough championship golf courses.

Well I believe you never stop learning the game to get the basics I rekon a month or 2 but you will always learn as you practice.I rec getting a good golf teaching pro
