One won't even desire God unless they are born again, which occurs only by the grace of God. Flesh gives birth to flesh. Spirit gives birth to spirit. Flesh by no means gives birth to spirit.

yes. although most souls reincarnate with a purpose and willingly, occasionally some are "forced" to go back because they are avoiding the pain they suffered in previous lifetime(s) and they need to face their fears and grow. In any event, you can always ask to be born again until such time that it is no longer necessary. These decisions are not made by you alone but with wise counselors.
I don't know what the question "doesn't belief just 'happen'?" means. The existence of reincarnation is not affected by personal belief. The question is - HOW does reincarnation work?

That's a great question, you are making me think. I've always thought that, that born again phrase was for someone who fell of the wagon...and can get back on by asking to be born again. That's what I make of it.
