It is made of iron i believe, the 3 shafts are held up by the rings. Also if you move it, the shafts fall through the rings, but the whole thing stays together.
I found it in my office about a year ago and I've always wondered what it is.. I'm assuming its some kind of puzzle. Has anyone see this before?

It is a brain teaser puzzle made from iron.
It is called the Madman's Maze and you need to remove the bar.

You're exactly right -- it is a puzzle.
Try to figure it out if you have high tolerance. If you get aggrivated easily, throw it off a bridge for your own sanity =)

It's a specific type of holder for plates or pictures. They can be stoodfor display or hung on a wall, I have several of them.
