You want to go to the IRS website http://www.irs.gov/ and get a copy of Form W-7. This form is the application for an ITIN number.

Under current rules, you have to prove that you need the ITIN number in order to get one. So, you will fill out the W-7 form, you will attach the copies of ID that it asks for, and you will attach the 1040 tax form that you will be first using it on.

You send all that in together. The IRS will assign you an ITIN number, they will then write that number on your tax return for you and process it. They will also at that time send you a card with the number on it so you have it for future use.

There is a form you fill out for an "Indiviual Tax ID Number" (go to the link below). Then you could mail it or walk into your local IRS office and get ready to show lots of identification and reasons for your request.

For most people it's your social security number unless you own a business then you may have an employer identification number (EIN)
